About Us


Delabar CTE System is a regionally-organized system that delivers career and technical education (CTE) programs to its member schools. Delabar CTE System is governed by a Board of Control, which is a legal entity defined by its local cooperative agreement. Only members of Delabar CTE System receive state and federal CTE funds. The geographic boundaries of Delabar CTE System are aligned with the boundaries of the Henderson-Mercer-Warren Counties Regional Office of Education, Knox County Regional Office of Education, and Carl Sandburg College in order to maintain operations effectiveness, efficiency, and program continuity.


The principal responsibilities of the Delabar CTE System are as follows:

  • Plan, deliver, evaluate and update instructional programs and support services to CTE students
  • Coordinate resources, including state and federal funding, for the delivery of CTE programs, services and professional development
  • Collect, analyze and use data to improve CTE programs and services
  • Update local CTE plans, which include structural and operational information, performance data analysis, programmatic information, expenditures, activities and required assurances. The local plan includes information related to local school improvement planning efforts, program staffing by fully certified and qualified instructors, information related to CTE student organizations and other provisions that may be required by state and federal statutes
  • Maintain documentation of its cooperative arrangements, including course and program-specific articulation agreements for: a) programmatic alignment between secondary and postsecondary institutions; b) cooperation in joint use of facilities, equipment and staff; c) cooperative efforts in continuous planning, evaluation and improvement of programs in cooperation with business, industry and community partners
  • Adhere to rules, regulations and policies established by ISBE for operations and improvement of CTE Systems
